Suggested Roadmap to Unlocking the Lockdown

Alert Level:
COVID is not contained in most of the country

Risk Assessment:
Community transmission is HIGH
Many active clusters in multiple regions

Family Bubble:
· People must stay within their immediate family bubble until FULLY vaccinated
· Can expand to reconnect with close family who are fully vaccinated ONLY
· Can only bring in FULLY VACCINATED caregivers
· This is the exclusive extended family bubble
· Gatherings of up to 10 people (all fully immunized) are allowed but only for wedding services, funerals. Physical distancing and public health measures must be maintained.

Travel:
· Intra-state travel will only be allowed in states with Incidence Rate of less than 250 per 100,000 active cases
· Presently only Labuan, Perlis and Sarawak meet this criteria
· The list of states will be reviewed and mandated regualrly
· Public transport systems can operate as usual with strict masking and physical distancing
· For a start they can only operate at 50% capacity

Sports & Recreation:
• Non-contact sport and recreation activities are allowed
• This is subject to conditions on gatherings, record keeping, maintenance of 3W and 3C, namely masking, distancing and hygiene.
• All outdoor parks and recreation facilities must be opened eg pools, playground
• Only vaccinated persons allowed to undertake indoor sports, recreation facilities, gymnasiums etc with strict observation of masking, distancing, checking in with MySJ and MySELangkah (for contact tracing and hotspot identification)
• Open activity centres eg zoos, theme parks. These should for the beginning only operate at 50% capacity

Shopping:
• Shopping malls, supermarkets, pharmacies, wet markets, other essential and non-essential stores can operate as usual only if the staff are fully vaccinated.
• These can only be accessed by fully vaccinated persons
• Outdoor businesses e.g. petrol stations, car wash, zoos, theme parks, open air food courts etc can be accessed by all
• Strict and judicious enforcement will be operational. Any facility infringing these rules will be immediately closed.

Schools:
· Schools to remain closed until teachers and staff are fully immunized
· Students 12-17 years old must be offered the covid vaccine

Places of Worship:
· Can only be attended by fully vaccinated persons
· For starters these can only operate at 10% capacity
Businesses and venues
· All capacity limits at sporting, recreation, or business events must be strictly followed
· Hospitality venues such as restaurants can only undertake outdoor dining. Otherwise take away services is the rule.
· All businesses should follow the principles set out in the safe@work guidelines which among other include:
-cleaning surfaces regularly
-improve office ventilation
-WFH is the preferred option unless a dire necessity to work in the office.
-Only immunized workers allowed to work from office
-ensuring that staff and customers who are unwell do not attend the workplace or venue
-health and safety risk team to ensure safe@work
-visitors ideally be fully immunize and/or have text /email/digital of latest test results
-Biweekly saliva RTK-Ag may be mandated in select industries as per safe@work protocol

· Businesses must continue displaying QR codes for customers wishing to check in using MySJ and SELangkah for contact tracing and hotspot identification

Border Controls:
* To continue strict measures to prevent importation of cases
* Those who are fully vaccinated can be allowed to be quarantined at home for 14 days with mandatory home monitoring with digital HSO
